Urbanization in Vietnam has been increasing in recent years with the urban population accounting for 35.7% of the total population and is expected to reach 40% by 2020. To help guide decisions about how to manage this change, the Urban Development Agency, under the Ministry of Construction (MoC), is developing  a national urban development strategy.

On Wednesday April 20, 2016 in Ecopark Hanoi, the Urban Development Agency hosted the interim workshop on National Urban Development Strategy – Phase 1. Participants included representatives from relevant ministries and agencies, associations and occupational associations, non-government organizations and donors.

The workshop aimed at strengthening urban development management and direction at both national and local level to promulgate policies to mobilize resources for effective urban development. It was also an opportunity for the Ministry of Construction to finalize the institutional and policy mechanism on urban planning, investment and development, and improve management capacity on urban development at local level. The National Urban Development Strategy will serve as a tool for the government to manage urban development and  provide a foundation to facilitate future decision making on urban development.  In addition, the strategy will be a guide for local and international investors to access urban investment opportunities and information on urban development needs.

Hội thảo Xây dựng Chiến lược phát triển đô thị quốc gia

Quá trình đô thị hóa tại Việt Nam đang diễn ra nhanh chóng với dân số đô thị của Việt Nam đạt khoảng 35,7% và ước tính đến năm 2020 có khoảng 40% dân số Việt Nam sẽ sống trong các khu vực đô thị. Do vậy, việc xây dựng Chiến lược phát triển đô thị quốc gia là điều rất cần thiết với Việt Nam vào lúc này.

Sáng 20/4, tại Khu đô thị sinh thái Ecopark, Bộ Xây dựng chủ trì tổ chức Hội thảo Xây dựng Chiến lược phát triển đô thị quốc gia nhằm quản lý và hướng dẫn phát triển đô thị tại cả hai cấp độ trung ương và địa phương và qua đó cung cấp các chính sách cơ sở để huy động nguồn lực cho phát triển hiệu quả. Hội thảo có sự tham dự của đại diện các Bộ, ngành liên quan, các Hội, Hiệp hội nghề nghiệp, các tổ chức và nhà tài trợ quốc tế trong lĩnh vực phát triển đô thị.

Hội thảo cũng là dịp để Bộ Xây dựng hoàn thiện khung thể chế, chính sách về quy hoạch, đầu tư phát triển đô thị và đào tạo, nâng cao năng lực quản lý Nhà nước tại các địa phương về lĩnh vực phát triển đô thị. Chiến lược phát triển đô thị khi được xây dựng sẽ là một công cụ để Chính phủ kiểm soát công tác phát triển đô thị và đặt nền móng cơ sở mang tính nghiên cứu phục vụ các quyết định về phát triển đô thị trong tương lai. Ngoài ra, các nội dung trong chiến lược cũng sẽ cung cấp các hướng dẫn cho các nhà đầu tư trong nước lẫn quốc tế tiếp cận các cơ hội đầu tư trong đô thị cũng như các thông tin về nhu cầu thực tế.
